James Phinney has stated that Eye of the North will involve character development beyond level 20, however Gaile Gray has clarified that this extended character development will not increase the actual level cap.  G4 has confirmed that Eye of the North includes Norn, Charr and Asura heroes.  You will run into characters you met in the past in Eye of the North.  Eye of the North will ship later this year.
